Can cal CPS Ask Children Questions without Parents consent?

my daughter in laws mom called cps on her because she wants her son (mom lost custody of her own) and made false ridiculous allegations and cps went to school and talked to him without there consent in california is this legal & what are the consequences for a false claim. thanks
